Review vendor conditional #ifdefs

Bug Description

Currently RPM5 code contains quite a few pieces enclosed with '#if defined(RPM_VENDOR_MANDRIVA)'

Such pieces complicate the code and make it harder to support. They should be re-investigated; maybe in some cases makes sense to change some other Mandriva parts to get rid of ifdefs in RPM.

FYI: there are blueprints for all of the vendor-specific patches
@rpm5.org that have been added already.

The patches were accurate at the time the blueprints were
added approx. 1 year ago. There are several additional
patches that were checked in without the benefit of
any review since.

There are also something like ~60 patches being carried
in the Mandriva *.src.rpm and subversion last I checked.
All of these patches need to be reviewed as well.
