Disable the touchpad "tap to click" function does not work

on the Dell E5520, the function to disable using the touchpas to click does not disable the function. the touchpad program is listed in the control panel under pointing devices and the driver appears to be up to date.

the bug is years old without activity nor new report and the code changed quite a lot since, closing, feel free to register new bugs if you have issues in newer versions though
