default alignment should be relative to page/drawing when a single object/group is selected

Bug Description

Objects alignment and distribution dialog allows several modes to choose the alignment reference such as "relative to first object selected", "relative to biggest object", "relative to selection" or "relative to page"
When "relative to first/last/biggest/smallest object" or "relative to selection" is used, obviously 2 or more objects/groups are needed or nothing will append.

It would greatly improve usability to consider page or drawing as a fallback reference when only *one* object/group is selected in mode "relative to first/last/biggest/smallest object selected" or "relative to selection".

This could be an option in general preferences, or maybe a modifier key could be used in the menu to add a fallback option (e.g. ctrl+clic)

Switching for one object to "Relative to page" and the switching pack immediately after is the one operation I have to perform most in the Align and Distribute dialog (and it's tedious). This would aid productivity a lot!

On a related note:
We might also think about making "Treat selection as group" more easily accessible. It's the second most back-and-forth switch I need to use.

I suggest to make "Ctrl" key inverse the current setting of the checkbox and have align to page/drawing as an option in preferences when only a single object is selected.
