ps hangs when listing root processes

Bug Description

when running "ps a" on my system, the command just blocks, and will not respond to Ctrl+C, nor killall -9 ps.

This also happens in gnome-system-monitor, if and only if viewing all processes (not just "my processes").

Strace output attached. Curiously, I can cancel out with Ctrl+C if using the strace wrapped process.

I'm getting this also. I have a Skype instance that doesn't terminate when closed, but otherwise appears to function normally. When I list all processes with "ps -ax", it hangs and can't be killed.

I'm having this problem on latest Quantal.
ps works, ps a or ps x hangs
top works fine

Currently have this problem on 12.04 when running as root and running 'ps -ef'. 'ps' alone works. 'top' works. Below, the output of strace where it hangs. Seams that the problem is Xorg in my case. I just switch my computer to the proprietary ATI driver. Still, regardless of what is running, ps (or the underlining /proc) should never hang. I tried the following and it hangs too. <CTRL-C> does not help.

I just upgraded from 16.04 (via >16.10) to 17.04 and now I'm seeing this too. I tried the strace and observed that ps was hanging trying to list the commandline of the thunderbird process. I had already exited Thunderbird and there were no indications in the GUI that it was still running. I had no luck getting rid of the process with kill -9. Also I could not shut the machine down cleanly. I did findi a bunch of NMI watchdog: BUG: soft lockup messages in syslog, which I'll attach to the bug report.
