Bug Description
Quantum's setup.py is quite non-standard, essentially being a hand-written custom thing. We should replace this with a standard setup.py so that the tree works like the trees of the other OpenStack projects.

Hi Monty,
Thanks for filing this. Not sure if you are aware, but I think Brad Hall was planning on doing something similar, and perhaps has already done some of the work to get a more standard setup.py. I think the issue is: https:/ /bugs.launchpad .net/quantum/ +bug/897943
Would be great if you could coordinate with him to make sure we don't do any duplicate work.
