It's ok, libcarp-clan-perl was uploaded at the same time and is meant
to be upgraded together with 6.4. New packages always take some time
to get accepted by the FTP maintainer.
The update from 6.3->6.4 is not important, if there will be an
important upgrade of libbit-vector-perl I can always upload it with
the Clan modules included...

I re-integrated the Carp/Clan.pm module to libbit-vector-perl and left
libcarp-clan-perl an empty package until it gets accepted. So
problems will be solved soon.

I re-integrated the Carp/Clan.pm module to libbit-vector-perl and left
libcarp-clan-perl an empty package until it gets accepted. So
