[UVF exception] Merge fuse 2.6.3-1 from Debian unstable

I've prepared a merged package for fuse 2.6.3-1 from Debian unstable.

fuse 2.6.3 fixes a important regression from fuse 2.6.2. From the release notes for this version (http://sourceforge.net/project/shownotes.php?release_id=483807&group_id=121684):

   The quality of the 2.6.2 release turned out to be rather
   poor, with one serious and a couple of less serious
   regressions. This release will hopefully be better.

This would also fix bug #90831.

The new Debian package adds also a versioned shlibs file which fixes a serious bug: #409644 (http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=409644).
Currently ntfsprogs and ntfs-3g need to be rebuild with a fixed libfuse-dev.

   * Urgency set to HIGH as it fixes a critical and a serious bug.
   * Added myself to uploaders in agreement with Bartosz.

   * Fix package version in fuse-utils.postinst and do not remove override in
     postrm (Closes: #388693).
   * Add watch file.
