Please sync toshset 1.76-2 (main) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Update 08_novatel_3g_suspend.patch: allow suspend / hibernate if
    device doesn't exist, otherwise system may not suspend properly.
    This bug was exposed after fixing a different bug in pm-utils
    (ref. LP 665651)

All changes have been merged in Debian.

toshset (1.76-2) unstable; urgency=low

  * QA upload.
  * Update 08_novatel_3g_suspend.patch: allow suspend / hibernate if
    device doesn't exist, otherwise system may not suspend properly.
