Missing dependency on rubygems

Bug Description

Ruby-bundler crashes after installing on a fresh Oneiric, saying it can't find rubygems:

[matthewc@yazoo spatialability]$ bundle install
/usr/lib/ruby/vendor_ruby/bundler/rubygems_ext.rb:8:in `require': no such file to load -- rubygems (LoadError)
 from /usr/lib/ruby/vendor_ruby/bundler/rubygems_ext.rb:8
 from /usr/lib/ruby/vendor_ruby/bundler.rb:11:in `require'
 from /usr/lib/ruby/vendor_ruby/bundler.rb:11
 from /usr/bin/bundle:4:in `require'
 from /usr/bin/bundle:4

Installing the rubygems package solves the problem, so the ruby-bundler package should probably depend on rubygems.

Forgot to mention version is 1.0.15-0ubuntu2

I get the same error message when attempting to run bundle on Ubuntu 11.10 without rubygems installed. Also happens with version 1.0.15-0ubuntu2 on Ubuntu Precise.
