Python interface does not use GenericVector::operator+= (double)

Bug Description

Python wrapper code needs to be updated to use GenericVector::operator+= (double) and GenericVector::operator-= (double) directly.

Some more comments in the la_foo.i files would help developers when adding functionality.

It looks to me that this is fixed in 1.1.x. Can someone confirm?
