please sync armadillo 2.4.2 from Debian unstable

Bug Description

Recent toolchain update in Ubuntu has made the Armadillo package unusable (linking with -larmadillo doesn't work anymore).

The fix has been released upstream in Armadillo 2.4.2:

To fix, please sync armadillo 2.4.2 from Debian:
http://packages.debian.org/en/source/sid/armadillo

Thank you for reporting this to Ubuntu. I'm sorry, but we can't sync armadillo 2.4.2 as it has an RC bug in that it needs a SONAME bump. Please see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=651997 for more information. Once this is fixed and the package migrates to testing, we can sync it. Please subscribe ubuntu-sponsors once the fixed version reaches testing.

Why not just directly use the upstream version to create an Ubuntu package, instead of relying in Debian ?

Isn't one of Ubuntu's raison d'etre to release things in a quicker manner ?

Well, it's not a matter of the upstream version, but some of the Debian packages need to have their names changed. It's best to let Debian take the lead on this as a difference in renaming would cause issues with syncing in the future. The maintainer seems to be responsive, so I expect it to be fixed soon. We have about 2 months until Feature Freeze (Feb 16), so there's no need to worry yet.

The Debian package has been fixed and is in the "testing" stream.

Specifically, the fix is in libarmadillo-dev (1:2.4.2+dfsg-2)
http://packages.debian.org/testing/libarmadillo-dev

As such, Armadillo 2.4.2 can now by synced to Ubuntu.
