Bug Description
If syncdaemon adds a watch to a folder such as
c:\foo
when a folder c:\foo\bar is created in it, the events coming from inside that folder should not be propagated until syncdaemon requests to add a watch to c:\foo\bar.
The current case is that events are indeed propagated.
