Bad default installation harms Update Manager

Bug Description
Since I installed apt-listchanges, when I run update-manager, update-manager seems to hang (pause without end) displaying its "Applying changes" window.
When I opened the "Details", I was shown a single line of text "(END) /tmp/<randomname>".
After expanding the window, I found it was apt-listchange's output, put through apt-listchange's pager, which was waiting for my input.
This violates the Principle of Least Surprise.
Prior to my installation of apt-listchanges, update-manager ran without any keyboard input, after installing apt-listchanges, update-manager does not.
