I created a new user, rebooted into new user, but still get same Update failure. Please help!

This usually means your local copy of the .deb is corrupt. Try deleting it and then do the upgrade again:
sudo rm /var/cache/ apt/archives/ gnome-settings- daemon_ 3.2.2-0ubuntu2. 1_amd64. deb
sudo apt-get dist-upgrade --fix-missing
