ctags link missing in alternatives after uninstall

Bug Description

i removed emacs from my system and noticed that the alternative to ctags was
not set to a proper location afterwards. looks like update-alternatives isn't
run in the postrm script.

had gvim and exuberant-ctags installed with emacs, so the link should have
pointed to ctags-exuberant after emacs' removal.

emacs21 (21.3+1-6) unstable; urgency=low

If we want this, it's fairly straightforward, but it's probably not critical for
Warty; we'll get it in Hoary.

Fixed in Hoary with the sync from Debian.
