IMPORT: Missing error message when exceeding ZIP file size limit

Bug Description

There is no error message given when the admin tries to import a ZIP file that exceeds the 32 MB limit. The page reloads, and the Batch ID field is cleared, but there is no dialogue box or other error message given to indicate why this happened.

The system now reloads the page and gives appropriate error messages: SHA1: 6e885ca

The system now reports the appropriate error message (ie., when .zip file is > 32mb)

BUT

now I can't upload .zip files at all. I've filed a separate bug for this: (bug 908317)

As far as the error message bug, this commit fixes it (but may have caused another bug)
