python-oq requires a debian/postrm script

I think the best way forward is to add a debian/preinst script that
makes sure the following directories do *not* exist:
    /usr/share/pyshared/openquake
    /usr/share/doc/python-oq
    /usr/share/pyshared/openquake-0.4.6.egg-info

Nevertheless, we should also add a debian/postrm script that handles the
remove and purge situations.

When called with "remove" it should do the same as the debian/preinst
script.

When called with "purge" it should make sure the following do *not*
exist:
    /etc/openquake
    /usr/openquake
