can not edit shortcuts - regression

edit was possible in pre 6.1
and is necessary to sort / group the shortcuts

Not sure what you mean by "editing shortcuts", could you clarify? The web client will let you add and remove shortcuts from your shortcut bar by clicking on the relevant star (☆) symbol in an action's view, same as the 6.0 client. Or are you talking about completely different shortcuts?

it should be possible to edit the sequence of the shortcuts using the existing sequence field.
so we need access to a form allowing this to do

This has more to do with the views and menus set up by the server, it does not fall under the purview of the clients (the server could provide a list of shortcuts in the user preferences screen for instance)
