no Asia/BeiJing option in TimeZone

Bug Description
This is a clone of bug #228554. The patch that fixed that issue appears to have been dropped:
there is no the Asia/BeiJing option in the selection of Time Zone in Time Zone. for i'm from P.R.China and BeiJing is our capital city, we are always using BeiJing time zone. please fix it. thank you very much.

I have built a new version of tzdata with the following patch, and confirmed that I can now see Asia/Beijing as a choice from the gnome Date and Time chooser. In my opinion this fix is better than the patch in bug #228554 because rather than defining an new (partially incorrect) Beijing timezone, it just aliases it to the Shanghai timezone, in a similar way that America/New_York is aliased to EST5EDT.
This request is similar to bug #892370, except that this is a request to change it in tzdata and not in Ubiquity.
