Binary package hint: gnome-control-
The "titlebar action" combo box in the gnome-window-
Please note that Metacity SUPPORTS this feature (it was added last year after a feature request at gnome.org's bugzilla). The "minimize on double click" option can be passed via the command line!! It is only the preference panel that doesn't have the option and it must be updated to support that.

BTW, ex-Mac users still have to somehow discover the fact and execute this: general/ action_ double_ click_titlebar --type string minimize
gconftool-2 --set /apps/metacity/
I hope someone takes the initiative and adds the feature into the Gnome window manager preference dialog.
