/etc/mtab not updated

Bug Description

Not yet sure if this happens all the time, but filesystems mounted after boot did not show up in /etc/mtab. The filesystems were newly created.

No idea why this is happening now. Permissions on the file look fine, and the mount programs should be responsible for keeping it up to date. I could just make it a symlink to /proc/mounts, but I'd rather find the root cause.

Dev builds now contain util-linux 2.20 and Linux 3.2, and I'm not sure which one fixed it (if either), but /etc/mtab is now being updated by mount again.

Still, after reading the technical arguments in http://bugs.debian.org/494001 it makes more sense to make it a symlink. The rcS code will still remain to intially build /etc/mtab, but only if it's not a symlink.
