Show buttons in the bottom toolbar in the same order, also for spectators

Bug Description

Currently, if you start a multiplayer game you will notice the buttons in the toolbar are shown in a different order for spectators and regular players.

Spectators : chat, options, statistics, map
Players: options, statistics, map, buildhelp, chat, messages

(there are some minor differences for replays and scenario maps, but these are the two main sets of buttons)

To some extent it sort of make sense that spectators have chat as the first option, as they cannot really do much more in the game. However, I think it would make more sense to always keep options as the left-most button to make it easily available and because that is where players familiar with the toolbar will look for it. ("I want to quit the game, so I click on the left-most button which I have always done") I also think this is more consistent with replays which replace options with a button for quitting and one for saving the game. (I'm also not sure whether the current behaviour is intentional or not.)

Therefore I suggest moving the Chat-button to the same position as regular players. In other words:
options, statistics, map, chat
