Bug Description
If I have something open in Scratch and the file is modified by another program (such as a config file being regenerated or maybe I was using a different editor), Scratch should warn me that this file has been modified and offer to reload the view to show changes.
gedit does this with a gtk.infobar and it seems to work well.
