ubuntu software center does not respect language setting

Bug Description
the computer has many users, and, general/global the local language set. some users have their language set to english. software-center does not care about this user specific setting and displays all information in local language instead of english. also when pressing "report problem" it first tries to go to launchpad - and this is in a local language as well - at least until after logging in.
