Suspended holds show as "Waiting for copy"

This results in confused staff members and/or a need for the active column to be enabled/consulted in the staff client.

The branch below changes "Waiting for copy" to "Suspended" when a hold is frozen in the staff client and in the javascript OPAC.

I chose to make the javascript OPAC not show the queue position, when enabled, while a hold is suspended. In theory you are not participating in the queue at that point anyway.

The template toolkit OPAC already has a suspended display in a suitable location and did not need to be changed.
