Bug Description
The requirement to build LLVM with REQUIRES_RTTI is very easily missed. No one reads INSTALL files. This leads to the TCE build failing when linking the LLVMBackend code against a wrongly built LLVM. We should add a configure check for this so the user gets the whine at configure time already and is led to read the INSTALL file.
