$ sudo apt-get install proj libproj-dev

When attempting to reproduce this issue on Natty, it installed fine here without any problems. Could you please try to run "sudo apt-get update" and see if you still have the same problem?

$ apt-cache policy libproj0
libproj0:
  Installed: 4.7.0-1
  Candidate: 4.7.0-1
  Version table:
 *** 4.7.0-1 0
        500 http://no.archive.ubuntu.com/ubuntu/ natty/universe i386 Packages

I tried on a fresh install of natty and it worked fine. The issue is present on a system that comes from several distribution upgrades, maybe the issue is due to packages left from previous versions. I'll try to remove and reinstall the relevant packages to see if this solves the problem.

Removing and reinstalling the packages solved the issue, it was probably some leftover inconsistency
