Upper bar of satellites configuration window don't resizes correctly

Bug Description

When I resized the satellites configuration window, I noted that the upper bar don't accompanies the widht of the rest of the window. This is more notable when using some languages (Russian and Brazilian Portuguese, for example), since the strings are slightly greater, forcing this window to stretch out.
I attached a ZIP file with some screenshots of the issue.

I have fixed this but I think that the whole window may need more work to make it work with variable length strings.

A fix has been committed as revision 5065 of the trunk branch:
