pg_createcluster should run if process has write access to /etc/postgresql/8.2

Bug Description

Binary package hint: postgresql-8.2

pg_createcluster and friends (dropcluster) refuse to run as a non root user, even they already have permission to write to /etc/postgresql/8.2 and other necessary files.

This will allow use of the tools by DBA's without root access, provided the relevant permissions have been set on /etc/postgresql/8.2.
