Unity global menu not honouring override properly

Bug Description
I have disabled the Unity global menu functionality by:
echo "export UBUNTU_MENUPROXY=0" > /etc/X11/
and also returned the menu buttons to the right edge of my windows title bars by:
gconftool-2 --set /apps/metacity/
This mostly works as desired, except that when maximising a window, the global menu *still* steals the window buttons from the now-maximised window titlebar, hiding them under it's "application name", contrary to the override.
It also ignores the ordering that I have set for those buttons, and instead uses some sort of hardcoded order of "close, minimise, maximise", which is also wrong.
