Using Ubuntu repository mirror receive message: "The action would require the installation of packages from not authenticated sources" when trying to install or upgrade packages.

Bug Description
Intermittently when running Update Manager or Ubuntu Software or Synaptic and upgrading or installing new packages the message: "The action would require the installation of packages from not authenticated sources" is returned and the package cannot be installed.
- This occurs intermittently, without any changes to the "Software Sources".
- All Software Source have GPG keys installed.
- This only occurs when "Main Server" is not selected for "Ubuntu Software"
- Most of the time "Server for South Africa" is selected.
- Have also encountered this issue with "Server for New Zealand"
The issue is intermittent. I believe it has something to do with the "package lists" on the mirrors servers.
The method I have used to resolve the issue is set the Source for Ubuntu Software in the Software Sources to "Main Server". Then the attempts to install a package or install updates to existing packages then works.
I do not know what log files to provide to assist in the determination of the under the covers cause, please guide me.

Issue primarily occurs in update-manager. But also affected is "Ubuntu Software Center" and Synaptic.

Thanks for your bug report. We have a tool that automatically collects relevant log files and system information depending on what package a bug is filed against. It looks like you've provided a lot of information, but just in case something is missing, please run the following command in a terminal:
apport-collect 897788
I'm not quite sure how to solve this problem, but with the apport information attached someone more informed should be be able to help you out.
