[sponsor-patch] User should be able to override sanity checks

I've duped bug #896695 to bug #792146, but the duplicate bug has the patch I want to upload.

If I use sponsor-patch -e 896695 and edit the changelog's LP closer, sponsor-patch complains

  sponsor-patch: Error: Launchpad bug #896695 is not closed by new version.
  Do you want to resolve this issue manually [Y|n]?

but gives me no option to continue anyway.

Wouldn't it be enough to check if the specified bug is marked as duplicate and then get the related bug number to check against?

That would certainly be sufficient in this particular case, but I don't think it's particularly hard to imagine cases where it wouldn't be. I think it's important for this sort of developer helper tool to ultimately leave control in the hands of the user.
