Bug Description

Some actions for plugins which get thier screen object pointers initialized before the screen is marked initialized might not have their actions added at all,eg

PluginWindow::get () -> PluginWindow::PluginWindow -> PluginScreen::get () -> PluginScreen::PluginScreen () -> PluginOptions::PluginOptions () -> CompScreen::addAction (where priv->initialized is false)
