Bug Description

It should be reconsidered what happens to a building with Cloakable=yes which has Powered=yes as well when base is on low power. ATM such building will not work, however it will keep it's cloak.

Cloakable buildings is a feature enabled by Ares so this one should be looked into. IMO a powered, cloakable building should lose it's cloak when on low power, or at least there should be a possibility to make it so.

Implemented in ft-cloak as:
[BuildingType]Cloakable.Powered= (boolean, defaults to no)
Whether this building will uncloak in low-power situations. Otherwise the building will stay cloaked.
