Aircraft Buildlimits can be bypassed

Bug Description

As the summary says. Basically, aircraft buildlimits can be ignored. The game doesn't stop the player from queuing up aircraft past their build-limits; you can queue up as many as you have space for.

##### STEPS TO REPRODUCE #####
1: Give the Harrier BuildLimit=2
2: Queue up 4 Harriers; it should build 3.
3: You should be able to click the Harrier icon, which will make another start building, but it will never finish

##### ADDITIONAL INFORMATION #####
Relevant INI tags for my specific example:
[B2]
BuildLimit=2

[General]
PadAircraft=ORCA,BEAG,SSFIGHT,SSSBOMB,TBOMBER,B2

Context for Screenshot
-I queued 8 B2s; it built 7 and the 8th canceled.
-I then clicked the cameo again, it began to build but never finished. It couldn't be canceled. No credits were deducted.

Possibly part of the same bug: Non-airport bound aircraft that are sitting on a dock don't count as 'using up' a dock, and you get the same behaviour - you can queue a final aircraft for which there is no space and it will never complete construction.

You misunderstand, I wasn't proposing an explanation for your observation - just adding another problem that needs to be fixed with this.
