Bug Description
It's more idiomatic to use ZIP files for Windows distributions. WinZip does OK with the current .tar.bz2 but has some problems. From Bernard:
"""Large chunks of the archive do not unpack with WinZip 12.1. The latest (16.0) does a better job, but some files get extracted with zero length for some reason. I going to assume that that one is a WinZip bug, possibly related to limited RAM on the VM, but there are still some difficulties that will apply whatever tool is used for extraction"""

Fix validated on gcc-linaro- arm-linux- gnueabi- 2012.01- 20120112+ bzr2334~ win32.zip which I picked up from http:// people. linaro. org/~michaelh/ incoming/ binaries/
