Bug Description
1. Create a VM
2. While the VM state is build try to terminate the VM (nova delete <vm ID>)
Observation: Vm state stays in build and afterward its not possible to delete the vm and nova delete wont throw any error although its not deleting the vm
Expected result: VM should get terminated cleanly irrespective of the state of VM.
