This bug was fixed in the package user-setup - 1.39ubuntu2

---------------
user-setup (1.39ubuntu2) precise; urgency=low

  * apt-install ecryptfs-utils and cryptsetup in user-setup-apply, not
    user-setup-ask (LP: #893014).
