Terms index still has inconsistent style

Bug Description
The terms tables were done before we settled on the tertiary navigation style, so they still have some extraneous information about the years in the table. So on /manage, we don't need the first two rows about the year (and the term header should of course revert to the regular (dark) header style, not subheader style.
On the term index, same deal. MAKE IT LOOK LIKE EVERY OTHER FLOURISHED INDEX. Put Add: Term in the sidebar. Take out the two table rows about the year.
