tv-out on s-video port is broken on ubuntu 11.10

Bug Description
It is not possible to get any signal on the s-video port on Ubuntu 11.10. My system is a Dell Latitude D830 with an Intel GM965 graphic controller.
The s-video port is detected an listed on xrandr. The refresh rate given with 30hz, but is seems to bee wrong. On the tv-screen a get no picture.

On Ubuntu 10.04 and Debian Squeeze the s-vidoe port works fine.
I have the same problem after upgrade
I have a DELL latitude 1525 with GMA 965 ,
I have tried to boot kernel with TV-1 enabled without success too:
