Alt+tab switcher is hidden after login

Bug Description
When I first log in, if I open the "wrong" application first, then the alt+tab switcher doesn't appear when I press alt+tab. It *does* switch, however, but I can't see the list of running applications so I don't know where it will go. Steps to reproduce:
1. Log in
2. Open firefox, terminal, or the file manager
3. Press alt+tab; it will not show anything.
4. Also, switching to the "show desktop" item won't necessarily show the desktop, but simply shade the open window.
5. Also, pressing the Win (or "Super") key that normally raises the application bar will not work; it will simply shade the screen as though it had.
This can be fixed by closing everything and opening a "right" program. I have found that Kile is one such (I don't know if this is KDE related).
What do you mean by "shade" the screen? Could you be more specific? Also provide a screenshot about it?
