openbve package is missing dependancy on libmono-i18n4.0-all

Bug Description

After installing openbve as a first mono appplication, the following error message displays:

installing package several libmono-i18n-*4.0-cil pacakges reolves the problem, but installing libmono-i18n4.0-all in 1 dependancy is simpler.
