bug heat context help returns a 404 on qastaging

Bug Description

1. Open https://qastaging.launchpad.net/launchpad/+bugs/
2. Click the bug heat icon to open the context help
3. You get a Not Found rather than the help page for bug heat.

This could be a problem only on the [qa]staging as this action does work on production.

I can't reproduce this anymore. The behaviour I see now is the same described on bug 894740 (i.e. new tab opens with the bug heat contextual help rather than a overlay)

I probably fixed this last week when I made all help available on all domains.
