/etc/environmment typo / language configured twice

Bug Description

2004-10-09 powerpc installation CD, after the installation, an empty
/etc/environmment exists (couldn't find the source of the package yet).

The file /etc/enviroment (without typo) reads:

LANG="de_DE"
LANGUAGE="de_DE:de_DE:en_GB:en"
LANG=de_DE

for some reason the language is configured twice and breaks /etc/init.d/keyboard.sh
