Plugin path is stated incorrectly in Quantum README

Bug Description

The README reads as follows:
"
# -- Configuring Quantum plug-in

...
2) Edit the plugins.ini file to point to the location of the Quantum plug-in
   library. It should specify the class path to the plugin and the
   class name (i.e. for a plugin class FooPlugin in
   plugins/foo-plugin/lib/quantum/plugins/foo/foo_plugin.py the
   provider would be: quantum.plugins.foo_plugin.FooPlugin
"

In this example the class path which needs to be configured in the plugins.ini is:
quantum.plugins.foo.foo_plugin.FooPlugin

ah, good catch. all the more reason we should remove this documentation from the README and have it only on the main doc website. Multiple doc locations means multiple chances to mess it up!
