rename "New Window as Root" to "New Window as Administrator"

Bug Description

In the Quicklists, there is an item "New Window as Root"

"Root" is a pretty unfamiliar term to a lot of people. I realize that it is the most accurate term, but it's certainly not the most helpful. "Open as Administrator" while less accurate, is much more helpful in describing to users what exactly that entry does.

I think this needs some discussion. On one hand, root is established terminology, e.g. a terminal with elevated privileges is called Root Terminal. Most documentation also uses "root". On the other hand, Daniel raises an important point that "Administrator" is far more clear and understandable by lay users. The password prompt when running an application as root also uses the term "administrative tasks", so it wouldn't be going out on too much of a limb.

"Administrator" is common for Windows, not for Unix world.
