Serials: season dropdown in hold code mini-wizard not quite right

For 2.1 thru master.

    The recent commit (ebce79a288b in master) to make the holding code
    mini-wizard offer a dropdown for season offers it too often, sometimes
    in completely inappropriate cases.

    This commit gets it right, and incidentally fixes two totally broken
    links elsewhere in alternate serials control view interfaces.

I'm targeting this bug at milestones, hopefully to get someone other than Lebbeous to look at it.

I'm leaving it as New status because I cannot confirm it, since I don't know the first thing about using serials.

I will target to 2.2.0alpha2 once I've closed 2.2.0alpha1. (I'm leaving it open in case I find any open bugs that should have been fix committed against that release.)
