Bug Description
When uploading a plain text file and publishing it, the web server won't return the encoding of the original file, forcing the browser to guess (wrongly, in most cases)
Returned header:
Content-Type: text/plain
expect header (for an utf8 file):
Content-Type: text/plain; charset=utf-8
(fwiw, dropbox correctly returns the encoding)
