merge branch for update Romanian VAT value to 24%

Bug Description

In the following branch at revision 4918
lp:~mihai-satmarean/+junk/l10n_ro_24TVA

the Romanian VAT is updated.

I tried to search how to propose a branch for merging and i did not find how.
Also I asked on the OpenERP forum several times about good practices in porting fixes and adding features in the 6.0 series. And got no answer.

I am new to bzr and I do not know how to deal with this.

This is not a bug, but it's your suggestion or improvement.

So currently I am setting this as a "Wishlist".

You can link this branch here on same bug, and put for merging with main Trunk addons.

Please try to create your branches against the 'openobject-addons' project,
helps a bit to keep them tidy.

Otherwise, you may need to know that VAT checksum calculations have been
outsourced from OpenERP to the "vatnumber"[1] external library[2], so your
code may not apply in trunk.

[1] http://code.google.com/p/vatnumber/
[2] there is some copyright/personal issues with the authors of that library,
OpenERP is "incompatible" with them.
