I attached a bug watch to a bug in Debian also requesting a newer version of sdcc. Since Ubuntu is based on Debian, once a newer version is available there it will be synced at some point.

sdcc version 3.1.0+dfsg-1 is available in the development version of the next Ubuntu release, "The Quantal Quetzal" (12.10).
